ARGUMENTS
       phydev
           the phy_device struct

       ifr
           struct ifreq for socket ioctl's

       cmd
           ioctl cmd to execute

DESCRIPTION
       Note that this function is currently incompatible with the PHYCONTROL layer. It changes
       registers without regard to current state. Use at own risk.
